Potato Leek Latkes With Spiced Sour Cream #648 2/03

4 tablespoon flour
2 cups potato (about 1 lb.); shredded
1 small onion; grated
1/2 teaspoon caraway seed
1 teaspoon Salt
1/2 teaspoon pepper
4 large eggs; slightly beaten
2 teaspoon vegetable oil; divided
----SAUCE----
1/4 teaspoon cumin
1/8 teaspoon ground red pepper
1/8 teaspoon garlic powder
8 oz sour cream
Preheat oven to 350°F .Shred the potatoes and onion in a food processor (Oskar). Combine flour and next 6 ingredients in a large bowl. Heat 1 teaspoon oil in a large skillet over medium high heat. Spoon 1/4 cup batter for each of four pancakes into pan. Cook for 3 minutes on each side or until browned. Repeat procedure with remaining oil and batter. Place pancakes on a baking sheet coated with cooking spray. Bake at 350°F for 12 minutes or until crisp. To prepare sauce, combine all ingredients and stir well. Serve sauce over latkes.
